Search engines tend to give less weight to links between topically unrelated websites. But unfortunately, most websites tend to have these types of links. Major websites belonging to big corporations are more likely to collect links from websites that are on-topic. As a consequence, they tend to have high Pagerank. Smaller websites can boost their ranking by consistently seeking to buy text links on topically-related websites.
